It's not a Banksy. Melbourne has a thriving stencil art scene. Banksy actually wrote a piece about it for The Guardian earlier in the year.
It's by Meek, one of Melbourne's better political stencillers. He's mentioned a lot in this Age article about about Melbourne's stencil scene.
